Rich is a professional Law Enforcement leader and educator with a proven record in program development and implementation. He is a founding member of the U.S. Department of Homeland Security and a dynamic creator of strategic visions who utilizes team building to find creative solutions.
The American College of Forensic Examiners has certified Lt. Kuiters as a CHC Level III practitioner. His instructional and program-development practice is informed by his 31-year career in the Paramus, NJ Police Department and by extensive experience as a national trainer and program developer in the Federal Law Enforcement Training Center. He holds special credentials in facilitation of family violence prevention workshops and in terrorism and intelligence gathering.
Currently, Rich is professor of criminal justice and social sciences at Bergen Community College. He lectures and advises on interactive educational technology, criminal justice issues, and police supervision. In addition, he is an instructor at the Bergen County Police Academy and the New Jersey Regional Community Policing Institute. He most recently has been accredited as an anti-terrorism primary instructor in the "Cats Eyes" program.
In every role he has contributed to knowledge growth in his organization. He is a contributor to the Community Policing curriculum; he designed, developed and implemented a six credit Community Policing Course and a three credit Police Supervision Course at Ramapo College of New Jersey; he implemented Community Policing/Crime Prevention Symposium at New Jersey City State University; and, in Paramus, implemented programs that transformed the department from an enforcement-focused, strategic stance to that of a problem solving, community-focused strategy. He developed, as well, the Suburban Center for Criminal Justice.
Professor Kuiters holds a BS from Mercy College in Criminal Justice and a Masters in Behavioral Science from Long Island University. He is certified by the New Jersey Police Training Commission, and by the New Jersey Regional Community Policing Institute; and, he is a certified Crime Prevention Practitioner. Further, Rich is both past President of the North Jersey Regional Community Policing and Crime Prevention Officers Association, and past Executive Vice-President of the State of New Jersey Crime Prevention Officers Association.
