Capt. Jon L. Tooke, MS
Systems Analyst, Change Consulting
Jon's professional passions are management of organizational change, quality improvement, and organization learning. During his career with the Jersey City Police Department he has amassed an extraordinary set of credentials, as well, in operational strategies, strategic planning, leadership development, field training and professional development.
Capt. Tooke designed the Jersey City Police Field Training Program, Personnel Selection and Assignment Policy, the Journal Square Restoration Corporation's Security Training Course, and the Jersey City Police Division of Parole Cooperative Protocol. In addition, he is fluent in the integration of technology and training, having developed the Jersey City CCTV System Operational Protocol.
Jon holds a Master of Science degree from New Jersey City University in criminal justice. He also has earned professional training credentials from the Northwestern University Center for Public Safety Executive Management Program, from the FBI National Academy, and from the West Point Command and Leadership School. He is a certified Police Instructor at the Bergen County Police Academy, and an instructor with the New Jersey Regional Community Policing Institute.
Grant acquisition and administration has formed a large
part of Lt. Tooke's responsibilities, many of his more
important ones involving coordination of federal funding
and programs. Among them, he administered anti-gang programs
that included planning, hiring and monitoring for both
suppression and intervention activities. And, he has
administered federal Quality of Life programs for Jersey
City.
Capt. Tooke is a member of the Academy of Criminal Justice Sciences, the FBI National Academy Associates, the New Jersey Field Training Officers Association and the New Jersey Planning Officials organization.
